How can the transport sector accelerate Brazil’s climate transition and why is sustainability becoming a core driver of competitiveness?


At World Climate Summit & The Investment COP, we spoke with Miguel Setas, the CEO of Motiva, who shared how the business is embedding resilience, decarbonisation, circularity, and biodiversity across one of the country’s largest infrastructure portfolios.


This is how Motiva is driving change:

  • Climate resilience is now a business imperative, and the company has developed 5,000 climate-resilience plans across its assets, from toll roads to rail, to ensure continuity as climate impacts intensify.


  • Motiva has a clear pathway to carbon neutrality and aims to be carbon neutral by 2035 (Scope 1 & 2), with all operations powered by renewable energy.


  • Circularity embedded in the value chain and investments in advanced recycling ensure materials like asphalt are reused. This strengthens efficiency and reduces environmental impact.


  • From “no net-loss” to nature-positive — every region Motiva operates in is assessed through a biodiversity lens and backed by commitments that prevent degradation and prioritise ecosystem restoration.


  • Motiva is a founding leader of Brazil’s Transportation Coalition and has united more than 120 companies across ports, rail, roads, logistics, and aviation.

Miguel Setas, CEO of Motiva

Miguel SETAS holds a degree in Physics and a Master’s in Electrical and Computer Engineering, with over 25 years of leadership experience in the energy and infrastructure sectors — including oil, gas, electricity, and railways.


Thirteen of those years were spent in Brazil, where he served as CEO of EDP for seven years. He later became Chairman of the Board of the company and a member of the parent company’s Board of Directors in Europe.


Since 2023, he has been the President of Motiva, Brazil’s largest mobility infrastructure company
